Procurement Systems Supervisor

Job Description

The Procurement Systems Supervisor interacts with functional representatives, business analysts, data analysts, and Applications Development project teams to apply data operations requirements to support the effective storage and retrieval of data. This position utilizes the agile-waterfall methodology development process. He/She works independently on one or more highly complex database environments. The Procurement Systems Supervisor assists with providing the definition of logical and physical data elements for promoting data sharing, reusing data objects, and ensuring a coherent data source strategy. He/She transforms logical data models into physical databases, applying techniques based on applications’ processing needs. This position investigates complex problems, monitors performance, contributes to back-up and recovery procedures, creates reports, and configures and installs database software.


Responsibilities and Duties


  • Gathers data requirements to meet users and business needs

  • Performs development of highly complex queries, stored procedures and views using SQL as well as ETL processes

  • Applies best practices for performance tuning, query optimization and modular coding techniques to improve efficiencies in production and user experience

  • Develops subject-matter expertise of database operations concepts and design principles to promote optimal database operations and support

  • Interprets object and data models to create and maintain appropriate database schemas within design constraints

  • Performs data analyses to identify data anomalies and to recommend and implement potential fixes

  • Provides mentoring to database analyst team members to increase knowledge of technologies and processes

  • Contributes to performance evaluations, including performance improvement plans, to encourage continuous performance improvement

  • Holds team members responsible for meeting established performance levels to achieve individual and group goals

  • Coaches others and provides on-going feedback and support to improve performance


Knowledge and Skills


  • Identifies current and future needs of the customer or business; understands how business needs dictate the project’s requirements, project direction, business objectives, and resource allocation; makes recommendations on the solutions-design phase of the project

  • Demonstrates some advanced knowledge of how to conduct customer analysis using common sources of information to identify customer facts and trends; collects standard research data about current and prospective customers with some guidance; identifies and develops lists of prospective customers; assists with identifying instances where customer needs or expectations are not being met; drafts promotions of products, services, and features based upon research with oversight from others

  • Designs standard research studies (i.e., descriptive) that collect information on the immediate business problem and related problems; identifies appropriate research methodology to use during research; develops standard research tools and materials designed to gather data (e.g., interviews, focus groups, etc.); integrates, interprets, and summarizes information from various sources; identifies relationships within the data; draws conclusions based on multiple, relevant data sources

  • Develops project management plans and leads the implementation for basic projects of short duration requiring limited coordination and resources; supports initiatives with well-defined project needs and cross-functional roles/responsibilities throughout the project life cycle; manages minimal organizational resistance to cross-functional project demands; employs project management tools and technology (e.g., Microsoft Project, Program Management Group website, etc.) appropriately

  • Develops and executes project management plans for basic projects of short duration requiring limited coordination and resources; supports initiatives with well-defined project needs and cross-functional roles/responsibilities throughout the project life cycle; manages minimal organizational resistance to cross-functional project demands; employs project management tools and technology (e.g., Microsoft Project, Program Management Group website, etc.) appropriately

  • Addresses and resolves issues impacting information systems reporting; looks for ways to minimize report generation and required storage; modifies existing report formats; creates and interprets customized reports; integrates data, information, and documents from multiple software programs; writes more complex report queries

  • Technology Implementation: Modifies or adjusts logistics, schedule, rollout plans, or support material; identifies and communicates routine implementation issues and plans; uses existing plans to implement technology solutions

  • Leverages technological knowledge to achieve business objectives; resolves technological issues impeding work; adapts technological information, facts, or data to varying situations or groups; recommends changes to technological approach based upon knowledge of trends and best practices

  • 3+ years' experience with SQL Server database tools and utilities 

  • Bachelor's Degree in Computer Science (or internationally comparable degree) - Preferred

  • Experience with SQL Reporting Services - Preferred

  • Experience with Agile Modeling - Preferred
