Financial Analyst, Journeyman (Dayton OH)
DCS is looking for a Financial Analyst to support the Special Operations Forces/Personnel Recovery (AFLCMC/WIS) directorate.
Essential Job Functions:
Provide research and analysis to advise acquisition program financial management strategies including budget formulation and management for all phases of the planning, programming, budgeting and execution process; budget and financial analysis; obligation and expenditure forecasting; funds management, funds status, and funds control techniques and/or systems; and accounting and finance systems and/or procedures.
Assists in monitoring the flow of USAF funds such as congressional actions, program authorizations, budget authorizations, and datasheets in the Automated Funds Management (AFM) System.
Analyze Automated Budget Interactive Data Environment System (ABIDES) outputs received from AF and be able to compare prior budget positions to current budget positions.
Assists with Integrated Budget Documentation and Execution System (IDECS) in preparing and updating USAF budget documentation for Procurement/ Research, Development, Test and Evaluation (RDT&E) documents.
Assists in mapping Comprehensive Cost and Requirements Systems (CCaRs)/Budgets in the Program Management tool that interfaces with PMRT. Assist with obligation and expenditure forecasting, reconciliation, loading budgets, preparing and initiating target loads, and funding documents specifically PRs, Miscellaneous Obligation Reimbursement Documents (MORDs), Military Interdepartmental Purchase Request (MIPRs), 616s, Project Orders, and Form 9s.
Support the execution of USAF funds within the program office by providing recommendations, identifying sources of program shortfalls, preparing below threshold reprogramming/above threshold reprogramming packages, preparing funds realignment requests, and providing policy guidance on all AF appropriations.
Supports the government Financial Manager by verifying financial/accounting data accuracy for program execution reporting and rectifying discrepancies. Reconciles financial transactions in multiple systems such as: Mechanization of Contract Administration Services (MOCAS), Commanders Resource Integration System (CRIS), Electronic Document Access (EDA), Wide Area Work Flow (WAWF), Automated Business Services System (ABSS), and CCaRS.
Works with program managers and program integrated project teams on financial management policies and financial budget strategies to ensure solvent program execution. Manages program forecasts in CCAR and prepares and briefs execution charts to report program schedule and cost deviations during program execution reviews. Drafts impact statements and narratives for Monthly Acquisition Reports, and other PEO acquisition status reviews or tasks.
Assist with providing inputs to program documentation, including inputs for the identification and development of program requirements and/or cost, schedule, technical, and program risks. These inputs efforts shall include: program management plans; program baselines; work breakdown structures; program risk assessments; standard program reviews; and/or reports including Selective Acquisition Reports (SARs), Monthly Acquisition Reports (MARs), and Defense Acquisition Executive Summary (DAES).
Must be able to demonstrate proficiency in FMSuite and performing tri-annual reviews. Conducts research and analysis on open documents, utilizing Web CCaR, SDW, and CRIS. Must have a working knowledge of Defense Finance and Accounting Services (DFAS) to correct issues.
Maintains travel budgets and loads funding in Defense Travel System (DTS).
Required Skills
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Bachelor’s Degree in a related field and 3 - 10 years of experience in Financial Management, 2 of which must be in the Department of Defense (DoD).
Active Secret security clearance.
Proficiency in using government financial systems such as the CCaRs, PMRT, ABSS, CRIS, EDA, FMSuite, AFM, IDECS, and SDW.
